摘要
German municipalities face major and unforeseen challenges during crises, as demonstrated by the COVID-19 pandemic. Existing (crisis) strategies do not bring the desired results because they are not adapted to the given situation. Therefore, a concept is needed that builds on existing strategies and adapts them to new circumstances. Using design science research methodology (DSRM), we present six steps on how to analyze, evaluate, and strengthen existing strategies against external influences using a monitoring approach. The objective is to develop a dynamic and integrated monitoring concept for the systematic analysis and evaluation of municipal strategies and strengthen German municipalities resiliently in future smart cities.
