摘要
Government management in Cuba requires, for its effectiveness and legitimacy, to incorporate innovative tools that strengthen the exercise of government. Objective: To analyze public policies as a disruptive process for the Cuban public administration from a theoretical- methodological perspective. Their execution can contribute to developing a new paradigm of robust governance based on the incorporation of renewed ways of conceiving and managing the public. Methods: A qualitative methodology with a deductive approach was applied. Results: findings highlight the approach to a preliminary general model of application for the design of public policies conceived for local contexts. Conclusion: Government through public policies can improve the exercise of its administration by applying innovative elements for decision-making such as prospective analysis, management based on science and innovation and the collaboration of extra-governmental actors.
