Recommendations on the improvement of the proposed government new rules for the operation of natural gas pipeline networks and management of natural gas supply emergency in China

In order to ensure the fair access and safe, stable and efficient operation of natural gas pipeline networks, the National Development and Reform Commission issued the new rules for the operation of natural gas pipeline networks and management of natural gas supply emergency in China on 7/15/2021. The rules propose new norms from eight aspects, including capacity application and distribution, contract execution deviation, unbalanced management, unbalanced service, natural gas supply emergency responsibility division and implementation, and government supervision and management, to define the rights, responsibilities and interests of each party. The influences of the issuing of the rules on the operation pattern and main participants of the natural gas market under the new situation were discussed. The recommendations for improving the rules were proposed from several aspects.
