摘要：

When we use the word governance in the context of project-, program-, and portfolio management (P3M), often we assume governance has a shared understanding; it is not always the case, more often, it is not. Using the context of the Gateway Review program in The Netherlands, this article introduces two concepts of governance: structure governance and relational governance. Both are needed and operate in a tradeoff, depending on the project dynamics and administrative attention. These concepts were based on focus group sessions and data analysis from the Gateway Reviews. © 1973-2011 IEEE.
