This article provides descriptions of current and new telecommunications technology and discusses various political and legal environments. Some of the restrictions placed on transborder data flow into and out of various countries are described, as well as proposed legislation and its implication for future telecommunications services. Finally, the impact of transborder data flow on the socio-cultural environment is addressed.
