This article describes the policies that have affected the Indian software and hardware industries throughout their history, and assesses the degree to which policy changes can be said to represent 'liberalisation'. It has been suggested, for example, that software policy is one of the most liberalised policies in India. This therory is investigated below, as is the notion that the present IT policies are truly liberal.
