摘要
This article examines the limitations on public sector employers and unions entering into labor-management cooperation programs. It appears that the public sector experiences constitutional and political limitations not faced in the private sector. Further, the limited scope of bargaining in many jurisdictions, together with constraining external law also provides additional significant restraints on labor-management cooperation in the public sector.
