摘要
The ASP methodology is an attractive regulatory tool for managing risks in populations of comparable facilities. We discuss the scientific feasibility of applying the ASP methodology in the chemical process sector in the context of the Post-Seveso policy of the European Community. Among the recommended methodological changes are (1) adopting a consistent unbiased estimator of the generic accident probability, and (2) reducing the appeal to engineering judgment in the assessment of human recovery factors. © 1989.
