摘要：

The paper criticizes the definition of corruption given in Art. 1 of the Federal Law "On counteracting corruption". Using the international documentation and modern interpretations of the feature "publicity" the author substantiates and offers "de lege ferenda" a different definition of corruption as well as suggests explicating its main concepts in the law.
