摘要：

In the article the author examines the questions concerning the restoration and development of the USSR economy as well as of the creation and development of its defense industrial complex in the period of the first pre-war 5-year economic plans. The special attention in the article is paid to the third 5-year plan (1938-1943) and the intensive up-building of the defense military-industrial potential. The author has made an attempt to answer the question: was the USSR ready to conduct The Great Patriotic War from the point of view of its military-economic readiness.
