Many states are using or considering transportation facilities financed with tolls. This article reveals planning procedure shortcomings experienced by Norwegian road agencies that resulted in poorer than projected financial performance for some of their toll roads, The Norwegian experience provides lessons for U.S. decision makers concerned with toll financing.
