摘要
In this article we consider: a) To analyze the new internal threats to security in Latin America, that turn the region into a risk zone; b) To explain why Latin America presents an anomic State; c) To indicate the new challenges of Latin America in century XXI in the sphere of international relations post 11-9. As a conclusion we deal with the structural problem (anomic State) an ageold issue in Latin America to which has been added new challenges in the century XXI. The State, in sphere of the international relations post 11-9, has been forced that to link with other global actors: strong or powerful states, including states not so powerful compromising with transnational organizations with greater power.
