FOREIGN POLICY POSITIONING OF THE RUSSIAN FEDERATION AS AN INNOVATION STATE

Modern geopolitics updates for Russia the problem of a convincing foreign policy positioning. Escalation of the political situation at the post-Soviet space and necessity of defense of national interests show the importance of the problem of Russia's perception by its foreign partners and opponents and that of forming a ponderable foreign policy state image. In the article the conceptual fundamentals of forming the international image of a state are researched. The categories "image" (as produced), "image" (as existing), "brand" with reference to country imagology are studied. Basic points of view in domestic political science in the field of the international image forming are analyzed. A conclusion about a high degree of topicality of working-out of scientific methodological and practical recommendations by Russian political science community in the field of construction of the foreign policy state image is drawn. The set of instruments of Russian internal and foreign policies for the country's positive international image formation, from foreign policy propaganda to international scientific and technical collaboration in science intensive branches of industry, is researched. The formalized position of the Russian state structures in the part of document basis of the strategy for the foreign policy positioning is examined. The main political institutions and organizations, functioning for an effective positioning of Russia at the international arena, are explored, and the reasons of their insufficient effectiveness are analyzed. The problem of the mono-orientation of Russia's image as a primary resources power and need in its diversification due to the characteristic of "innovativeness" is set. The necessity of inclusion in the global innovation infrastructure demands making effective mechanisms for introducing Russia to the world community as an innovation state capable to be a leader in science intensive spheres. In the article the global interdependence of Russia and the leading world powers is indicated. In spite of the temporary political coolness, full isolation of Russia in the present-day conditions is impossible, and the problem of its effective positioning may be partly moved to the field of science and innovations for a potential softening of the geopolitical situation. It is the author's opinion that an effective measure for the formation of the Russian Federation's positive image for the world community is involvement of international partners in the joint research- and production projects with the use of innovation instruments.
