Existing accurate and approximate methods of calculating the effective conductivity of inhomogeneous media are given. The problem of calculatiang the effective conductivity of a low-temperature nonequilibrium magnetized plasma in the quasilinear plane-wave approximation is considered. The introduction of the ″hyperstability″ principle to determine the amplitude of the steady periodic waves of electron concentration allows calculation of the effective conductivity.
