摘要
The objective of this paper is to analyse the meanings assigned to the State System of Participatory Evaluation (Seap) of Rio Grande do Sul, Brazil, in its early years of formulation (2011/2012). It is employed an analysis methodology of formulation of public policy, and the empirical data comes from documents and interviews with the main performersof the formulation. From the examination of the policy insertion in the governamental agenda, as well as the content related to its motivations and goals, it is evidenced that Seap aligned aspirations of proposing an alternative system to the present large scale evaluation of students, obtaining data on complementary contexts to (re)formulate public actions and promote the democratization of school and administrative instances in the state network of education.
