摘要：
The article describes the initial period of the foundation of the inter-regional association of the Russian Federation subjects' economic interaction "Sibirskoye soglasheniye" (Siberian Convention). The author analyses the conditions that facilitated the horizontal links and the origin of the Siberian regions' economic integration. The reasons of setting this association up are analysed both in interconnection with the processes occurring in the country at large and with the particular Siberian problems and contradictions.
