摘要：
Legacies of apartheid in South Africa include a migrant-labor system and a shortage of affordable housing in the cities. A post-apartheid government must confront both legacies. Possible alternatives to the migrant system and compounds are being discussed by mining companies and labor unions. Delivery of owner-occupied housing units has proved unsuccessful. This article analyzes the failure of that alternative and concludes that the compound system will endure long after the demise of apartheid.
