摘要：
This paper defends the thesis that the territorial form of the State (unitary, federal, etc.) is a limit to the established powers of reform in any state, independently of whether or not it is expressly mentioned in the constitution through an intangibility clause. This is so because it constitutes one of the three pillars that characterize a political regime.
