Following a review of recent advances in the general theory of wave motions, we suggest that Boltzmann's equation may be used to describe the propagation and interaction of packets of internal gravity waves in a stably stratified shear flow. The relationship of this picture of weakly interacting random waves to patches of clear air turbulence is examined. Copyright 1969 by the American Geophysical Union.
