Accountability and ethics in Public Administration

One of the influential factors in emergence of the new public management after 1980s is an increasing loss of trust in public sector. Accountability and ethics are crucial keywords on way to overcome confidence crisis of public administration and to restore integrity in public administration. Both of these concepts are forms of control; they aim at enhancing responsibility of individuals and institutions. Ethics includes an inward sense of personal obligation while accountability necessitates an external control on individuals. Main purpose of this work is to reveal relationship between accountability and ethics and to evaluate the utility of these concepts in realizing integrity of public administration.
