摘要
From the political, sociological, legal and social theories, an attempt has been made to answer the question: to what extent does the State and society, and the relationship between the two, in a new political and development context, influence the decentralization processes? In order to understand the transition from centralization to decentralization, as a model of governance that favored the leftist governments of Latin America during the first years of the 21st century, imposing "radical governance" and deepening democracy, which It resulted in authoritarianism, as a mechanism of the elites to counteract such facts.
