摘要：

Water management requires an adequate institutional framework that treats it as a part of the environment. That is why the current Spanish law has included some essentials changes regarding the past. Water regulations are presently controlled by the Real Decreto Legislativo 1/2001 of July 20 which approved the revised legal text.
