Development policies in the indigenous areas of Mexico, have taken a position relevant, because the mexican State seeks its momentum through the three levels of government, i.e. federal, state and municipal level, however, for its full development it is necessary to modify some of the terms that corresponds to the indigenous peoples to define the responsibilities and legal powers, above all in the Political Constitution of the State of Michoacan de Ocampo and of its Organic Law City of the State of Michoacan de Ocampo. The responsibility lies with the municipalities, and especially in the commissions, may not be obligations only of policy-makers to address the needs of the indigenous population.
