Management government funding programs Zulia state

In this article, the management of programs funded by the Government of Zulia state was analyzed. Systemic and strategic approach to management, based on the theory of financial control and planning, was used for it were checked and authors: Molins (2007), Chiavenato (2005), Batesman and Snell (2001), Gitman (2007), Van Horne (1997) and Ortiz (2005). To achieve a non-transactional experimental and descriptive research field it was formulated. An instrument made up of 18 multiple choice questions and ordinal response measurement, which was applied to the bodies responsible for managing these programs are built. The instrument was validated by expert judgment and the measure of stability, Cronbach Alpha, obtained a value of 0.923, demonstrating the reliability of the measurements. As for the results informants agreed that always detects the needs of the population, develop alternative solutions and understand the potential of local resources, (75%); prioritize needs and engage beneficiaries, (63) and compared with similar projects (50%). Concluding that the formulation of the financing program follows the same guidelines to social action programs, the implementation phase is carried out in accordance with the objectives and procedures, with the risk factors of higher incidence, placing the risk category of programs at a high level and finally the control process has limitations in the monitoring plan and implementation. It is recommended to design an organizational structure for funding programs, based on an analysis of the core and support processes. The analysis methodology of social management based on the work of Cohen and Franco (2006) and Ander-Egg and Aguilar (2006).
