摘要：
A model is presented to explain the economic incentives for export credit guarantee programs. A methodology for estimating the discount component of credit guarantees from the importer's perspective is developed and applied, The cost of offering CCC credit guarantees is discussed as are issues regarding the effectiveness of the programs. In general, we find that the program benefits bath importers and exporters.
