摘要：

This essay aims to analyze the situation of economic, social and cultural rights in relation to the theory of State responsibility in Argentina in the context of the the judgment "G., N. B. vs Government of the City of Buenos Aires on damages (except the medical response)". The arguments developed here will try to demonstrate the constitutional requirement of the Courts of the Autonomous City of Buenos Aires to rule on the degree of State protection within the framework of public responsibility trials.
