摘要：

The central theme in the autobiography of Hans Kelsen, published in German in 2006, and edited in Spanish by the Universidad Externado de Colombia this year, is the establishment of the Constitutional Tribunal of Austria in 1920 and the process that led to its dissolution for political reasons. It is evident that dictatorial regimes or authoritarian governments cannot coexist with true constitutional control.
