MERCOSUR CITIZENSHIP AND DECENT WORK AGENDA IN BRAZIL: REVIEW OF THE CONDITIONS OF ACTIVITY AND OCCUPANCY OF MERCOSUREAN RESIDENTS

The resident population of Mercosur is recognized as a regional citizen in accordance with the operating norms for the exercise of the right to study, travel, work and reside in the countries parties to this socioeconomic block. The objective of this work is to develop a reflection reviewing both the Mercosur citizenship framework related to the Decent Work Agenda in Brazil and the conditions of activity and occupation of Mercosur residents, at federal and state level. The theoretical framework is based on the production of the regional interinstitutional space of asymmetrical social and labor rights. The method of exploratory analysis contemplates a methodological approach that examines both the norms of operation of Mercosur in the scope of the mobility and regional migration and the possibility of building a profile of the Mercosur population, specifically related to the indicators of Decent Work of the ILO, starting from the Demographic Census 2000 and 2010 and other data sources. The results found reflect a heterogeneity of forms of activity and labor occupation for the residents of Mercosur in Brazil and, at the same time, an asymmetry in the condition of PEA, of social security contribution, formal bonding of work with a formal contract and other aspects that impact directly or indirectly in the rights to Decent Work.
