Ethics in Public Administration and Perception of Unethical Behaviors

As today's ideology, neo-liberal politics have effected public administration system and forced it to change. In this process, public bodies have to be restructured and also public service has to be citizen oriented, effective and quick. In this context, ethics and administrative ethical approach has become an important factor in restructuring public administration. Ethic problems and unethical behaviors can be seen in all public bodies, and this also have negative effects on citizens' trust on government. Besides, unethical behaviors mean loss prestige for public bodies. Public bodies' reliability and image is perceived as related to their ethical or unethical behaviors. This study's aim is to analyse unethical behaviors and also ethics are perceived by the citizens.
