The Bavarian Technical Inspectorate (TUV Bayern) has written eleven expert opinions about six nuclear installations to be decommissioned so far. As far as licensing procedures are concerned, the Niederaichbach Nuclear Power Station (KKN) pioneered this development. Consultancy by the Technical Inspectorate depends on a commission by the public authorities. The expert consultant is called in to examine whether the provisions required in accordance with the state of the art have been made against damage arising from the decommissioning of the plant. The rules of procedure under the Atomic Energy Act define the type and scope of the documentation to be filed in the licensing procedure. In the evaluation of these documents, no difference is made between decommissioning and erecting a plant. The disassembly manual contains all data important with respect to safety.
