The ZOLCCYT born as a local development strategy, initiated by a group of intellectuals associated with the University of Los Andes, Merida, Venezuela, who visualized the possibility of exploiting the region's competitive advantages. In this sense, the intellect along with investment and production develop strategic projects to become profitable enterprises that will diversify the region based on the culture industry, science and technology. The aim of this work is to diagnose the potential of the territory of the ZOLCCYT and design a set of strategies to retake the objectives proposed by this initiative in its early. The methodology is to apply strategic planning tools to determine levels of competitiveness. According to the diagnosis, the territory of the area offers a number of competitive advantages for economic activities driven by the development of human capital and other vocations that are due to endogenous. The strategies for better performance ZOLCCYT should be aimed at institutional strengthening, continued to improve customs, creation of investment promotion agencies (domestic and foreign), networking support to create linkages, development of business clusters and creation of added value.
