摘要：

Following a description of the difficulty of technology transfers toward Eastern Europe, attention is focused on how industry is being reorganized there on the basis of joint ventures and direct investments. Given the privatization under way, Western firms' strategies are switching from a policy of transfer to one of direct control over firms. A few cases, with varying results, are mentioned.
