Downward accountability of NGOs in community project planning in Ghana

摘要
This article examines the downward accountability of NGOs in community project planning in Ghana. It is based on primary data collected through in-depth interviews and focus group discussions with NGO officials, local government officials and representatives, chiefs, women leaders, and other community members. The findings reveal that although community members were engaged in project planning processes in many respects, these engagements were limited to endorsing pre-prepared plans, decisions, and mundane aspects of the project. The engagements were largely tokenistic, rhetorical, and to garnish legitimacy, and lacked the key elements of empowerment which promoted downward accountability. Cet article examine la redevabilite des ONG envers la base dans le cadre de la planification des projets communautaires au Ghana. Il se base sur des donnees primaires recueillies grace a des entretiens approfondis et des discussions en groupes de reflexion avec des representants d'ONG, des officiels et representants gouvernementaux locaux, des chefs, des femmes leaders et d'autres membres des communautes. Les conclusions revelent que, si les membres des communautes prennent en effet part aux processus de planification a de nombreux egards, cette participation se limite a approuver des plans prepares, des decisions et des aspects banals du projet. Il s'agit largement d'une participation purement symbolique, rhetorique, et visant a accroitre la legitimite, et elle manque des elements cles de l'autonomisation qui ont promu la redevabilite envers la base. El presente articulo examina la rendicion de cuentas que varias ong que se desempenan en el ambito de planeacion de proyectos comunitarios en Ghana han dirigido a la sociedad. Para ello se basa en informacion de fuentes primarias recabada mediante entrevistas a profundidad y discusiones realizadas en grupos de enfoque en los que participaron funcionarios de ong, autoridades y representantes gubernamentales locales, jefes locales, mujeres lideres y otros miembros de la comunidad. Los hallazgos revelan que, si bien en muchos aspectos los miembros de la comunidad participaron en los procesos de planeacion de proyectos, su colaboracion se limito a respaldar planes ya preparados, decisiones ya tomadas, asi como los aspectos mundanos de los proyectos. Lo que significa que, en gran medida, su participacion fue simbolica, retorica y brindo legitimidad, pero carecio de elementos clave para el empoderamiento que podria haber promovido una rendicion de cuentas dirigida a la sociedad.
