摘要：

This work analyzes the different ways of peer social protection by both the State and the Autonomous Communities to the Spanish social protection of foreign residents as well as returnees. These include social protection measures, in some cases (especially in Social Security) with a long term in our legal system but due to the adoption of Law 40/2006, of December 14 of the Statute of the Citizenship Foreign has operated a change or systematization of existing legislation as well as having made progress in achieving greater depth in the protection. For their part, many Autonomous Communities have adopted various measures, with different scope and intensity, to protect its citizens abroad, under its social assistance and social services competences.
