摘要
Prospects for the development of rural areas and rural communities in Serbia depend a lot on finances, not only on natural, human and technological resources. It imposes the need for local government participation in allocation of some budget funds aimed at supporting families willing to take an active part in changing the image of rural communities. Observance of ecological aspect in agricultural community development depends to a great extent on rural policy (including contracts on environment preservation), implementation of decentralized measures and special subsidies for less fostered areas. Besides the preservation of national agro genetic potentials, it is necessary to correlate incentives and encouragement with the environmental conditions. Outlining the responsibility of producers and local communities for unrenewable goods will lead to further evolution of mentalities of rural population`s new generations. It should also be taken into account that waves of migrating population have primarily affected its most vital segment. Business linking is an acceptable concept for insufficiently strong entities from an economic aspect, since it considerably reduces uncertainity in their operation. Also, only pooled partners in rural communities can have safety in implementation of local projects. In all this, a question arises whether households can be preserved without income generated from farming activities and whether motivation of non-agricultural activities can have non-economic aspects. Local centers for education of rural population need to adjust completely their service provision to the rural accesability, needs of rural communities and their social identity.
