FROM THE PLANNING POLICY TO THE STRATEGIC PLANNING: CONPAB AND THE LIBRARY DEVELOPMENT PLAN

The aim of this study is to demonstrate that normative planning methodology has an application in library and information science research, specially in information policies studies. Searching for the origin of the National Library Development Plan proposed by the National Council for Library Affairs in 1994, consulted documents pointed out elements such as: problem formulation, problem-solving design, and identification. Also, outcome control was referred by Fuentes Zenon and Sanchez Guerrero as a basic element of the normative planning methodology. This paper describes the process undergone by CONPAB from the beginning, how key elements were obtained and later on, integrated in the design and formulation of the National Library Development Plan of 1994 - 2000.
