摘要
Borrowing a computer science technique called state-transition modeling, the authors show that some reference sources, notably nongovernmental, are more useful than others in answering users' questions about U.S. congressional matters. Interestingly, however, there is no statistically significant difference between the ability of the Government Printing Office (GPO) and private sector print-based sources to answer congressional reference questions based on a grouped t-test. To make congressional question answering easier for documents librarians, the authors propose that the Joint Committee on Printing, the GPO, and the Superintendent of Documents make several changes in the various publications' structure and format. A flowchart of the congressional process and a state-transition diagram of the reference process are included.
