摘要：

Within the frame of post-neoliberal transformations which are taking place in Latin America, this article intends to recover the tradition of Latinamerican thought which we believe to have had and that it still has greater explanatory plausibility for regional problems, In this respect we value the contributions made by the CEPAL and by the theory of dependence inasmuch as they started the autonomous and critical thought about the existing international order its rules set up actual limits to a certain development with equity in the region.
