Categories of public policy analysis and complex and systemic management of public policies

The paper has as object the contributions from the complex/systemic matrix to the management of the public policies, dividing for then its approach in two main points: firstly, it will be sought the contributions of the paradigm of systemic theory to a rereading, conceptualization and characterization of the public policies; afterwards, it will be sought to understand, from the paradigm of complexity, the guiding principles of this management of public policies, formated from the concepts and categories reviewed with the contributions from systemic matrix. The main question of the article separates itself in two moments considering the elected matrixes: what are the contributions that the systemic matrix can bring us to a new observation of the public policies? What are the contributions that the paradigm of complexity show us to the management of this new definition of public policies? The hypothesis is that there is a wealth of concepts and perceptions that might be explored, and this job does it in a tangent way, contributing as much as to the analysis of the public policies as to its management. In method terms, it can be said that there is no systemic method, but there is a peculiar approach, which allows a reading more complex of reality, reason for what the use of the systemic theory and the complexity won't be stagnant as form of facing the problem of definition and management of public policies.
