CORRUPTION AND CLIENTELISM IN THE FORMER COMMUNIST REGIME IN CENTRAL AND EASTERN EUROPE

This article deals with the problem of corruption and clientelism within former communist regimes in Central and Eastern Europe. Firstly, the author focuses on the definition and some types of corrupt behavior and on the specific characteristics of communist regimes. These two introducing chapters are necessary for understanding of nature and versions of corruption in communist regimes which are analyzed in the next chapter. The author also highlights the phenomenon of party patronage which was represented by principle of nomenklature. In the end the author makes short note dealing with changing of corrupt behavior which took place during the post-communist transformation.
