Public Policy Conferences in Brazil: towards an integrated system of participation and deliberation at the nationally level

摘要：

The Brazilian Public Policy Conferences change the pattern of social participation in Brazil, since they introduce a combination between local, regional and national levels of participation. This article analyses the key elements of this process integrating participation and deliberation systems. Two cases are the focus of a comparative analysis: the Health Conferences and the Conferences of Women's Policies.
