摘要
The implementation of coastal zone management in England and Wales is dependent on the law. Many of the defects in the present law are the result of the historical property rights of the Crown in the foreshore and seabed, which have affected local government, planning, environmental assessment and nature conservation. The coordination of administrative action is impeded by the ultra vires principle and the failure of sectoral laws to take account of their interrelationship. Nevertheless, although major legislative reforms are needed, several procedures already exist whereby coastal zone management could be introduced.
