摘要
The author presents reasons to prove his position and show that corruption, coupled with the actual absence of transparency, accountability and controllability of state power, is a natural product of power monopolization and inevitably leads to authoritarianism and oligarchy rule in the country. The corruption mechanism presents a real danger to individual rights and freedoms by blocking constitutional rights of citizens in preference to the interests of criminal groups through lobbing, protectionism and, quite often, through direct violence. The author regards the following as specific characteristics of the contemporary period: formation of a strong system of corruption links that allows to conduct illegal financial operations with impunity, receive timely information from the government circles regarding the predicted market situation and escape fiscal responsibility.
