摘要
The authors present an exploratory study off the fact ors that affect the use of performance specifications and performance contracting in POSC in the human services. Five programs were elected as the unit of analysis. Ten stares were selected for inclusion, based on geographical representation, significant state involvement in POSC, and classification as a stale administered welfare system. The authors also provide a useful assessment of the benefits and disadvantages of performance contracting, and they identify certain contextual variables which appear to influence its use.
