GENOMIC REGISTRATION AS A UNIVERSAL PERSONAL IDENTIFIER IN CRIME PREVENTION: THE RESEARCH AND PROSPECTS OF INTRODUCTION

摘要
The article is devoted to the use of genomic registration for identification related to crime or other events. The existence of a genomic database will enhance the effectiveness of the fight against crime by identifying persons alleged to have committed socially dangerous acts, as well as victims of criminal assault. Genomic registration can be used by law enforcement both to prevent crime and to fight against terrorist and extremist crime; identifying the victims, tracing missing persons, etc. Data confirms an increase in the number of criminal cases which have been suspended due to failure to identify the culprits. In addition, the authors argue that the possibility of such identification increases manifold if obligatory genomic registration of all citizens is introduced and if biological traces are collected from crime scenes. Also, the annual growth in the number of missing persons and unidentified bodies is shown. According to the authors, most of these bodies could not be identified by family members or family members never knew the bodies had been found. Subsequently, these bodies usually were buried as unidentified bodies. In addition, DNA can help to establish and identify people with amnesia or mental illness and lost children who are not able to provide information themselves. A genomic database will help to identify most of these people as well as to improve the system of measures for crime prevention. Advantages of a genoscopic identification compared to other types of biometric identification are represented. The authors prove the need for the law ''Genomic Registration in the Republic of Kazakhstan'' and make recommendations regarding the content of certain draft law clauses.
