The University of Lowell high-resolution time-of-flight spectrometer has been used to measure angular distributions and 90-deg excitation functions for neutrons scattered from **2**3**8U in the energy range from 0. 9 to 3. 1 MeV. This study was limited to the elastic and the first two inelastic groups, corresponding to states of **2**3**8U at 45 keV (2** plus ) and 148 keV (4 plus ). Angular distributions were measured at primary neutron energies of 1. 1, 1. 9, 2. 5, and 3. 1 MeV for the same three neutron groups. Whereas elastic data are in fair agreement with the evaluation in the ENDF/B-IV file, there is substantial disagrement between inelastic measurements and the evaluated cross sections.
