摘要：
It this article we are going to have a good look at the formation of the local government in Moscow and the relationship between the local government and governmental authorities. This article brings up a question of necessity of the local government presence with an allowance for legal relationship in Moscow district. Also we are talking here about the participation of the population in the local government activity.
