摘要
Within the doctoral thesis, a specific objective was proposed that sought to generate a strategic guideline on communication technologies in the National Open and Distance University and National Pedagogical University, in order to strengthen the inclusive education of the university student population. We used the quantitative methodology of explanatory type with a transectional study. The survey technique with a Likert scale was used for the response options. The results were exposed by inferential statistics and the analysis techniques were the t of student, analysis of variance ANOVA and the Post Hoc test of Turkey. The subjects that participated were the directors of the UNAD and the UPN, located by population census. It was identified that the Accessibility and Digital Inclusion indicators are low and differ significantly from their means in public universities UNAD and UPN, therefore, it could be explained that Communication Technologies are not used in inclusive education. As a product, a strategic guideline on communication technologies in public universities was built with respect to the development of monitoring systems with communication technologies for social inclusion.
