Low-frequency (10-80 cm-1) Raman spectra of glasses are considered theoretically. It is shown that taking into account the interaction of light both with phononlike and quasilocal vibrational states leads to the violation of the famous Shuker-Gammon formula for the scattering intensity. We find that this violation can explain the experimental results comparing Raman and inelastic-neutron-scattering spectra. Expressions allowing, in principle, the determination of the parameters of the interaction of light with both phononlike vibrations and quasilocal oscillations from experiments are derived. © 1995 The American Physical Society.
