摘要
The 27/2011 Law, related to updating, improvement and modernization of the Social Security system is a forward step in reforming the social security system as it was already advanced in the 90s by the World Bank and reflects, not to empirically established facts but to a social engineering strategy with an ideological base that will produce a popular disaffection to these public insurance schemes and a delegitimization of the welfare state. The permanent disability benefits reform is a paradigm of the ongoing reform, which tightens entry requirements and decrease the pension amount. It adds more confusion, makes the subject a question for future litigation and does not clarify its position bordering other economic benefits.
